The simple solution is stash some money where you can't be tempted to use it like US Savings Bonds or an investment account that will generally take a week to get funds to your local bank.

When the money isn't coming in well enough to meet needs I know it's tough. And it seems like it's impossible to keep emergency cash in a traditional savings account because so many needs arise. But you at least need to keep some money accumulating untouched even if the incriminates seem small because over time it will grow.
