If a delinquent bill is sent to collections is it better to pay the amount they are willing to settle for or arrange a payment plan and pay off actual entire amount owed?

It’s typically easier to pay what they will accept.

I'd take the settlement, but as Deborah said, get it in writing. Also, make sure to request the delinquent account be removed from your credit report once paid. Most won't do it automatically.
