I think its explained in full somewhere around here and the answer is both are true I think.
You have to be continually saving. If you dont show growth, you dont get points.

When do we get paid out for saving on a monthly basis?
I'm pretty sure that it says they check on August 31st to see if you have 100 dollars in your account and if you do there is a slight chance they will match it.

Understand that you get "paid" in points. You only get paid in money if you WIN a scratch-off or some other activity. And they also count withdrawals, so if you use that account for anything else than savings, be sure to keep track of withdrawals, too.
