Several:
Open a different bank account (with a bank PayPal likes… PayPal has given me "internal errors" with Barclays US though it supposedly accepts them).
Or, if your bank previously connected, it might be because PayPal will NOT link to a bank account that has been linked thrice.)
Do not use paypal | only use paypal if it's only option, but do not expect to get the PayPal cash out directly (learned this the hard way).
See if you qualify for PayPal's new feature: [debit] cash card*
Note I've seen them advertise this feature, but cannot seem to find it myself. May or may not have at least a 1% fee. *CAUTION: PayPal also has a credit card.
Research online shopping sites that accept PayPal for any paypal balance you may have.
I have deemed PayPal not worth the effort if I can receive payment elsewhere (as the last payment I got was $20 face value, but a processing fee turned it into $9.20)
Stores I found that accept are: Wal-Mart (but NOT Walmart Grocery). You also cannot pair with gift cards.
Target and eBay have been mentioned in my searches.
Amazon does NOT.

You would think after all these years PayPal would be an industry leader. It is not but as mentioned sometimes it's the only method available.
I read on the site that transferring money to or from banks uses the oldest, slowest method available because it was cheapest for them. Perhaps that's why it cannot connect to some banks because those do not support that system.
