I supposedly won two $5 scratch offs back to back in August. I got notifications on this site and by email, too. These have not yet shown up in my PayPal account and they don't show in my Payout History shrugs

You don't make deposits to SaverLife. You need to make deposits to your bank account that is linked to your SaverLife account.

Yes it is. You have to spend points you earn for a scratch-off where you have a chance to win $5.
